Description:The Chief of Party (COP) will provide overall leadership for an anticipated HIV/AIDS Prevention Care and Treatment project in the Democratic Republic of Congo (DRC). The COP will oversee all aspects of program implementation, including technical, financial and administrative management, monitoring and evaluation, and reporting, assuring the quality, impact and cost effectiveness of the program. Fostering collaborative working relationships with government officials of the DRC, the Ministry of Health (MOH) and its related agencies, key stakeholders and international and local partners, this position will also maintain a collaborative relationship with the donor, ensuring activities and project targets are closely monitored.
Duties:1. Provide leadership and overall technical and management responsibility for program implementation, including staff and program activity supervision.
2. Work with the Country Director, Program and Financial Officers in headquarters and to ensure quality control. Monitor progress of program objectives and maintain regular contact with staff and consultants by e-mail, telephone, and regular site visits.
3. Lead development of the annual work plan and M&E plan.
4. Serve as IMA�s representative to host country government, other donors and multinationals, technical agencies, and other participating organizations as required.
5. Manage funds and sub-agreements by preparing annual budgets together with field project staff, ensure and supervise regular financial reporting, closely monitor project expenditure and keep the Country Director apprised of significant variances.
6. Ensure visibility of program results, achievements and lessons learned through presentations at conferences and workshops and publishing articles through professional journals.
7. Evaluate program effectiveness and determine corrective action needed to achieve program objectives.
8. With project leadership, strengthen capacity of local partners and sub-grantees in key technical and management functions.
9. Manage quality, timely reporting to the donor through the monthly, semester and annual reports.
10. Ensure proper technical capacity of staff and provide technical assistance when required.
11. Ensure project expenses are reasonable, allocable, prudent and spent in accordance with donor rules and regulations, and support annual auditing procedures.
12. Oversee property and equipment acquisition, disposition, and management in compliance with donor requirements.
13. Other relevant tasks as assigned.
Qualifications:Required Training and Experience
1. Master�s level degree or doctorate in international public health or related field.
2. Minimum 8 years� experience in field-based work in Africa and international health programs, with expertise in designing, managing and implementing HIV/AIDS care and treatment
3. Demonstrated leadership in working with host country officials from the health, community, NGO/FBO/CBO sectors.
4. Demonstrated familiarity with and understanding of donor regulations and policies and other donor requirements.
5. Demonstrated record of achievement in building the capacity of local partners in key management functions.
6. Demonstrated skills and experience in implementing effective monitoring and evaluation systems.
7. Strong verbal and written English and French communication and presentation skills.
8. Experience supervising professional and support staff in a multicultural, multi-linguistic environment.
9. Cross-cultural sensitivity a must.
10. Ability to travel within the country or region and internationally as needed.
11. Willingness to support IMA�s mission.
