Description:IMA World Health is currently seeking a Deputy Chief of Party (DCOP) to support an anticipated USAID funded project, Systems for Health in Ghana. The Systems for Health project will strengthen health system coordination and management to improve delivery of quality health services at the regional, district, sub-district, and community levels. The DCOP will provide support to the Chief of Party in the areas of strategic leadership, management, and technical direction. The DCOP will provide technical expertise related to all aspects of a country's health system, including health financing, health information systems and technologies, human resources for health, and governance and health policy. The DCOP will work closely with the Ghana Ministry of Health, Ghana Health Services, implementing partners, other USAID funded projects, and other development partners to achieve the project's objectives. It is expected that the DCOP will be familiar with Ghana Health Services structures at all levels with particular reference to their regions of location.
Duties:� Provide technical assistance to promote increased utilization of services, improved quality of service delivery and management practices.
� Collaborate with the Chief of Party management team in support of maintaining project objectives and evaluate program effectiveness and determine corrective action needed to achieve program objectives.
� Advise on implementation and design of capacity building activities to sustain local ownership.
� Participate in development and/or review of training materials.
� Document lessons learned and innovations of the project in consultation with project staff.
� Draft technical briefs for internal and external communication in conjunction for health system strengthening for the project.
� Develop, review, and revise work plans; track progress against work plans; and take lead responsibility for preparation of reports and other deliverables to donor and partners.
� Promote coordination and support implementation of all key project activities, with emphasis on ensuring high-quality monitoring and evaluation.
� Oversee monitoring visits to project sites; analyze and provide feedback to Chief of Party, stakeholders and project partners.
� Work with project staff to develop journal articles, presentations, and posters to promote project and disseminate key project results in consultation with Chief of Party.
� Build staff capacity in through on-the-job training and mentoring in consultation with the Chief of Party.
� Provide leadership and overall technical and management responsibility for program implementation, supervise program staff and manage consortium partners in coordination with the Chief of Parry.
� Solve problems under tight deadlines while ensuring operational and program integrity.
� Other duties as assigned.
Qualifications:� A Master�s degree or higher in Public Health, Pharmacy or equivalent related field.
� Minimum 8 years of combined professional experience in the public health sector, or program management for international development projects including field experience with large, complex, and integrated public health projects in developing countries.
� Proven experience in the successful implementation of health system strengthening projects.
� Technical experience in one or more of the following areas: Family Planning, Maternal Neonatal and Child Health including Nutrition, Malaria, HIV/AIDS, CHPS & Private Sector, Health Information Management, Logistic Management and Health Systems and Management as well as Performance Based Financing.
� Proven ability to work with government officials, international partners, local health staff, and other local stakeholders in the design and implementation of health programs; experience with faith-based organizations preferred.
� Excellent analytical and written and oral communication skills.
� Cross-cultural sensitivity a must; experience in living and/or working in developing countries preferred.
� Experience working with professional and support staff in a multicultural, multi-linguistic environment.
� Proficiency in Microsoft Office applications including MS Word, Excel, PowerPoint.
� Ability to multi-task, thrive in a fast-paced environment and adhere to deadlines.
� English and proficiency required.
